According to
John Spears of the Toronto Star, the Nathan Phillips Square redesign is moving slowly--if at all. With only $16 million of the required $40 million required for the project in place, this could well end up being a project that will take a generation to complete. Why is it that great public spaces in the city take so long to realize?
