
Motorists on the Gardiner Expressway early this morning were horrified by the appearance of a ghost floating above the roadway. One took this shot of what looks to be Frederick Gardiner, the Expressway's planner, in his famous, "We'll put Toronto on the map by thinking big," speech. Because of stop and go traffic on the highway, the ghost of Mr. Gardiner was seen by thousands. The Toronto City Works department is considering raising property taxes to pay for a memorial on the site.
